Panel warns fragile Travis letter requires limited display windows and high-spec cases
State preservation and archival officials told the House Culture, Recreation and Tourism Committee that the Travis letter, the Texas Constitution and the Declaration of Independence are fragile and should be exhibited only in short rotations inside museum-grade cases with strict climate and light monitoring.

Chairman Metcalfe opened the committee's interim review of HB 1397, which addresses state custody and display of historically significant documents. State Preservation Board Executive Director Rod Welch said his agency has worked closely with the Texas State Library and Archives Commission and the Texas Historical Commission to learn conservation, storage and loan procedures and to develop standards for display cases, rest periods, storage and security. "We have come to learn from the Library and Archives about many aspects of the historical documents, how they are handled and cared for," Welch said.
