Sunset staff flags oversight and IT gaps at Texas Workforce Commission

Sunset staff presented a nine-issue report on the Texas Workforce Commission and related entities, concluding TWC needs clearer statutory tools, stronger oversight of local workforce development boards (LWDBs), better IT systems and improved fraud controls.

Katie Drain, the staff project manager, told the commission staff found “a need for TWC to improve its oversight of and coordination with local workforce development boards” and recommended transferring certain statutory authority and creating an advisory committee. Staff also recommended transferring the career schools regulation to the Texas Department of Licensing and Regulation (TDLR), abolishing an outdated vocational rehabilitation regional structure (freeing roughly 200 staff and about $10.6 million annually), and a suite of IT and fraud-related reforms.

Members pressed staff on the scale and feasibility of the changes. Staff estimated strengthening unemployment insurance fraud penalties and state supervision of childcare fraud investigations could produce multi‑million dollar benefits; for example, staff said increasing UI fraud penalties could yield an estimated $14.5 million in general revenue and $8.0 million to the unemployment compensation fund over five years from a prescribed set of reforms. The commission will accept modifications to these recommendations through Sept. 29 and deliberate formal actions in November.
