On callback statistics, Klug explained that callbacks are voluntary when staff are off duty and there is no on-call requirement: "the whole premise of our callback system... is that when our staff are not assigned, they're not on their normal shift and they're off duty, is that there's no requirement for them to be available," he said. He noted the department guarantees a minimum daily staffing of five and that acting-officer qualification requires 24 callbacks annually; interpreting callback trends is complicated by contractual (union) considerations.
