Kissinger told senators that "8 Star owns all this data" and that Glenfarn is a 75% member of 8 Star while AGDC holds 25%, so if Glenfarn withdrew AGDC would be the remaining member and retain the project's information. On valuation, Kissinger said a neutral third-party expert would determine fair market value and that confidential contractual mechanisms and milestone triggers would govern any payment rights; he described a process that subtracts baseline values to calculate the developer's incremental contribution. Adam Presage reiterated that Glenfarn is developing the project "at our own risk and are at our own expense" and that Glenfarn would not seek state reimbursement if it abandoned development.
