Committee adopts amendment aimed at protecting ratepayers from cost overruns
Amendment 15 (as amended conceptually) was adopted 6–5; sponsors said it adds statutory language to ensure Alaskan ratepayers are not held responsible for project cost overruns on the pipeline/spur project and developers on the record expressed support for ratepayer protections.

Representative Galvin moved Amendment 15 to add general statutory language intended to protect Alaskan ratepayers from bearing the risk of project cost overruns related to the pipeline and spur work in HB 381. She described the measure as a “tool belt” to provide additional protection beyond earlier amendments and said she worked with AGDC and developers on wording for a conceptual amendment.
