Pegasus used multiple case studies to show typical drivers of cost escalation and delay in very large infrastructure projects. The Vogtle nuclear expansion (Units 3 and 4) was cited as a recent U.S. example that climbed from an early $14 billion estimate to roughly $36 billion at completion and took about seven years longer than planned. Joe Miller and Jeremy Clark attributed such escalations to a blend of technical, contractual and permitting challenges.
