Engineer: Oak Ridge paving work outside contract; $22,000 change order noted for waterline project

Borough Engineer Ty Leinneweber told council on April 29 that paving restoration for the recent waterline replacement falls partly outside the existing contract with Alan Myers. Leinneweber said approximately 184 feet of work on Oak Ridge Street is outside the contract and recommended that the Mt. Penn Borough Municipal Authority bear the cost to mill and overlay that stretch to a 1.5-inch depth per borough street ordinance.

Leinneweber also reported the authority's work extended into Cameron Street beyond the anticipated scope, which will affect the warranty on that newly reconstructed road. The minutes note that, per a prior agreement, the authority agreed to cover additional costs related to the project delay, including a $22,000 change order. Council scheduled a follow-up meeting to finalize responsibility and warranty issues; no formal action was required at the April meeting.

The engineer's recommendations will require coordination between the borough, the authority, and the contractor (Alan Myers) to determine final financial responsibility and to document any warranty adjustments resulting from out-of-scope work.
