Witness testifies site, parking and access are adequate for conservancy path

Luke Groom, who was called and sworn as a witness, gave professional opinion testimony supporting the conservancy’s application. He stated: "It is my opinion, that the pervious walking path with nature based youth play features is appropriate for the conservancy site," and confirmed the conservancy’s property is large enough to accommodate the proposed improvements.

Groom testified there was a 2016 parking needs study and that existing parking would be sufficient for the expanded use; he said the existing parking area would be reconfigured to provide access to the new path and play features. On safety, he confirmed adequate ingress and egress and described site‑distance figures associated with the frontage improvements from 2004. He also testified a stream and wetlands lie along the western property line but stated he does not expect any changes in natural drainage patterns that would significantly affect those environmentally sensitive areas.

Groom also said he attended the project's pre‑submission meeting at the Conservancy on Oct. 20 at 6 p.m. and that required public posting procedures were followed. The hearing record remains open pending submission of the Historic Preservation Commission material requested by the examiner.
