Union County delays signing state CFAA; commissioners cite unresolved contract concerns

Administrative Officer Shelley Burgess briefed commissioners on negotiations with the Oregon Health Authority over a revised County Financial Assistance Agreement (CFAA) that finances community mental health programs. Burgess said the CFAA template had been under negotiation for months and OHA did not complete negotiations before July 1; OHA extended a notification deadline to Nov. 24. Union County counsel Wyatt Baum and Community Mental Health Director Barb Seatter participated in negotiations and identified four primary areas of concern counties want addressed before recommending signature.
