Commissioners postpone decision on ordinance to add Temporary Workforce Housing; staff to review Rural Center 'Rl' zone

The Board of Commissioners postponed final action on Ordinance 2026-01, which would revise county zoning and subdivision rules to include a Temporary Workforce Housing conditional use. Planning Director Inga Williams told the board she withdrew proposed housekeeping language about wedding venues to avoid confusion and provided updated documents intended to be clearer. After public comments were read into the record, Commissioner Jake Seavert moved to close public comment and postpone action until the Commissioners' March 18 meeting so Commissioner Paul Anderes could participate; the motion carried.

Written testimony from Mike Rysavy (Dry Creek, Inc.) asked that "Temporary Workforce Housing may be permitted as a Conditional Use in any zoning district that allows Industrial Uses as a Conditional Use, including the Rural Center (Rl) Zone" and recommended adopting RV park infrastructure standards as objective criteria. Planning Director Williams said staff can review the Rl zone and bring recommendations back through the Planning Commission, a process she estimated would take about three months if pursued. The third reading is scheduled for March 18, 2026 at 9:20 a.m.
