Springtown planning commission recommends special use permit for 120 South Main Street

The City of Springtown Planning and Zoning Commission voted unanimously to recommend that the City Council approve a special use permit for Lot N 0.5, Lot 4, Block 6, Springtown Original (commonly referred to as 120 South Main Street). A staff member told the commission the request is intended to formalize a use that has existed for decades and to clear a paperwork issue that could impede building permits for planned remodels.

A staff member summarized the property's history, saying the building had long operated with ground-floor commercial use and upstairs residential units and that a 2013 zoning action had been intended to make that use conforming. The staff explanation noted a 2016 zoning map overhaul also showed an SUP for the property but that staff could not locate the underlying SUP ordinance in city records: "So, essentially, this is more of a housekeeping matter than a traditional zoning change. It's the use is going to continue as it has existed for many years," the staff member said.

Committee members asked whether an SUP had in fact been issued in 2013 and whether minutes reflected that action; staff reiterated that zoning had been approved but the specific SUP ordinance could not be produced. A committee member also asked whether a business currently occupied the building; staff identified an office use on the first floor and referenced Rock Insurance as an occupant.

A committee member moved to recommend approval to the city council: "I move that our committee recommend approval to the city council for a special use permit for Lot N 0.5, Lot 4, Block 6, Springtown Original, also known as 120 South Main Street," the committee member said. The motion was seconded and the commission voted unanimously to recommend approval. The recommendation advances the matter to the City Council for final action.
