Planner says New Street multimodal connection is long‑term, needs interjurisdictional coordination

Planner Conrad Talley told the board that a multimodal connection between North and South campus is recommended in the master plan but pushed into a later horizon (6–10+ years) because it requires cooperation with East Bradford, West Goshen and PennDOT and carries substantial cost and property coordination needs.

Conrad Talley, the planner recalled by the applicant, said the master plan was built from stakeholder engagement and prioritized into 0–5, 6–10 and 10+ year buckets. He said the recommended multimodal New Street connection — a safer, continuous pedestrian route linking North and South campus — is a complex project that sits in a longer‑term horizon because of property ownership and multijurisdictional coordination.
