Council members spent an extended portion of the meeting debating whether to approve a memorandum of understanding (MOU) between the city and the Prairie View Economic Development Corporation for temporary modular office buildings to house EDC staff and provide additional workspace for city employees. The EDC would cover installation and rental for a double-wide unit; the city would share utility, IT and cleaning costs. EDC President Davis (speaker 18) described the modular building as a short-term, practical solution while several council members and residents, including Annette Harris, pushed for prioritizing road repairs and street lighting first.
