Commissioners set county LPPF rate at 6% for fiscal 2026 to continue state‑authorized program

County staff opened a public hearing on Collin County's Local Provider Participation Fund (LPPF), explaining the fund pools mandatory payments from private hospitals to unlock federal Medicaid reimbursement to benefit local indigent care. Michael Neal of Adelanto Healthcare Ventures told the court the program has brought Medicaid dollars back into the county and recommended continuing the rate at 6% for fiscal year 2026 while adopting technical changes required by the recent state statute (Chapter 292E of the Texas Health and Safety Code).

Neal said the statute also permits an increased county administrative fee to operate the program; hospital representatives from Baylor Scott & White, Texas Health Resources, HCA and Methodist were listed as present in support. Commissioner motioned to set the FY2026 mandatory rate at 6% and approve the higher administrative fee; the motion carried on a voice vote.

What happens next: the county will adopt an order setting the mandatory rate at 6% for FY2026 and update program administrative rules to reflect Chapter 292E changes. Staff thanked the Adelanto team and hospital partners for their work on the program.
