Commissioners order studies on water, energy, cooling fluids and electrical load before UDO changes
Following public concern and commissioner debate, the board directed staff to analyze the relationship between building floor area and electrical load, closed‑loop cooling tradeoffs (including fluids), backup generator emission profiles and aggregation/phasing standards; staff said data limitations may constrain some answers.
