Commissioners reaffirmed prior direction to use $10 million of Mental Health Wellness Act funds for technical assistance, grants and research to strengthen Full Service Partnerships (FSPs) — focusing on infrastructure, workforce, SUD integration and housing supports.

Staff summarized the commission’s current MHWA portfolio and asked commissioners to reaffirm commitment of $10,000,000 for FSP-related technical assistance, grants and research focused on infrastructure and workforce. Callie Clark and Brenda Greilish described existing MHWA work (EMPath emergency psychiatric site investments, MAT pilots, 0–5 maternal behavioral health hubs, peer respites and an FSP performance management contract) and said the remaining $10M should target remaining gaps: clarifying FSP standards of care, integrating substance use services into FSPs, documenting housing placement decision-making, and supporting peer workforce capacity.
