Sullivan outlines construction timeline for ITEP, Safe Routes, water and downtown projects

City staff and commissioners reviewed schedules and next steps for several capital projects affecting streets, sidewalks and parks. Lee Beckman said ITEP construction is planned for spring 2027 after the Water Street project finishes and that a bid opening for ITEP is expected next month. Beckman also said the Unsewered Grant notice of funding opportunity is expected in August or September and, if the program remains consistent with prior years, could provide 100% funding for construction on the town's north side.

Commissioner Abbey Sherwood reported Safe Routes to School Phase 2 plans and specs have been submitted to IDOT, with a fall bid opening anticipated and construction planned for spring 2027. Sherwood said Safe Routes Phase 3 was not funded this cycle; Milano & Grunloh will follow up with IDOT on the denial and the City may consider reapplying in 2027. Sherwood and Laurrie Minor are overseeing OSLAD Phase 2 work; the west parking lot used by the school should be complete before classes begin. Downtown improvements are preparing to go out for bids and are expected to be grant‑funded depending on bids received. Beckman also described a potential third well site under the ECWAG proposal with tentative funding of a $1,000,000 grant and a $900,000 loan and an early‑spring 2027 operational target.
