Commission backs code changes tightening retaining‑wall standards, inspection and submittal requirements
Aug 25, 2026
City engineering proposed a near‑complete rewrite of municipal code 17.61.30 to close safety gaps: gravity (decorative) walls under 4 feet remain exempt if no surcharge; any wall over 4 feet or with surcharge must be engineered and permitted; staff also proposed raising nonresidential maximum engineered wall height to 10 feet and adding clearer inspection and submittal standards. The commission voted 5–0 to recommend the changes to council.

City engineer Vinsoke Hogue presented a comprehensive rewrite of the city's retaining‑wall construction standards (Municipal Code 17.61.30) intended to address safety gaps and clarify permit triggers. The new approach differentiates prescriptive gravity walls (decorative boulder/timber walls up to 4 feet) from engineered retaining walls; Hogue said engineered design and geotechnical review would be required for anything over 4 feet or for walls with surcharge loading.
