Director Spokes told the Richmond Sanitary District Board that the wastewater treatment plant was overwhelmed during the Aug. 12 storm. "On August 12, the facility received a total flow of 70,000,000 gallons, with peak hourly flows reaching a 107,000,000 gallons per day," Spokes said, noting the plant treated 23,000,000 gallons that day and excess was discharged via the plant’s CSO 002 structure.
