Commission finds small West Railroad parcel consistent with general plan

Anna Gupta of the city attorneys office presented a general plan conformance determination for a 7,501‑square‑foot parcel in the West Railroad plan area that the city council recently approved for acquisition. Gupta said the parcel is designated for regional public recreation under the local coastal land use plan and that policy 2‑21 prioritizes public acquisition for habitat protection, scenic values and drainage control.

"The acquisition of this parcel is consistent with the land use policies of the city's land use element of the general plan," Gupta said, asking the commission to adopt a resolution finding the purchase in conformance with Government Code section 65402. Commissioners asked about parcel size and prior acquisitions; staff estimated the parcel at 7,501 square feet (0.17 acres) and noted the city has completed similar conformances several times in the past decade. Vice chair Hernandez moved to approve and the commission voted unanimously by roll call.
