After the municipal pier was closed for safety following an abutment crack, City Manager Sean Charpentier told council the city will ratify a phased contract with Power Engineering Construction for investigation, design and emergency stabilization work; council pressed staff on single-bid procurement, funding limits and insurance reimbursement.
