Committee members spent substantial time discussing whether larger beautification projects should be handled by the Urban Renewal Agency (URA) rather than the contributions committee. Staff explained that URA funding requires the property to be inside the URA boundary and to comply with the state urban renewal statute; "first, it has to be within the urban renewal boundaries," staff said, and then the project must qualify under the adopted urban renewal plan.
