Council approves Public Works organizational study as director transition proceeds
Council approved a Public Works organizational study presented by City Administrator Matt Wolf following the retirement of Director Mike Kinneman and the upcoming start of Director Ryan Newland. The Personnel Committee reviewed and endorsed presenting the report to staff before council approval.

City Administrator Matt Wolf told the council that the Public Works organizational study was completed after the retirement of Director Mike Kinneman and ahead of the start of incoming Director Ryan Newland. The study evaluated department structure, operations and future staffing needs. The Personnel Committee reviewed a draft on Feb. 25, 2026, and voted unanimously to present the report to Public Works staff before forwarding it to the council.
