Commissioners authorize solicitation for grant administration and engineering for possible GLO mitigation funds

County staff asked the court for authority to solicit proposals for grant administration and engineering services tied to potential reallocation of unawarded funds from the Texas General Land Office (GLO) mitigation program. Staff noted the county has scored well in prior GLO rounds and that the pool of reallocated funds could be sizable—staff estimated about $92 million in available reallocated funds at the state level—and emphasized the need to be prepared to meet tight application deadlines.

A staff member described the grants as targeted to low-to-moderate income areas and said last-round outreach and applications required extensive data collection. The court voted to authorize issuance of the solicitation so the county can apply quickly when funding becomes available and directed staff to proceed with procurement and candidate selection for professional services if needed.

Staff said the solicitation would position Liberty County to submit timely and competitive applications for mitigation and redevelopment funding when GLO releases reallocated funds.
