DRB deems Hall subdivision application complete, waives some form requirements

Justin Hall appeared in person July 15 for final plat review of Permit #3-4-26 (Hall & Breen Farm, LLC), a proposed two-lot subdivision on Stage Road.

The Chair and board members reviewed the final plat checklist and confirmed the application included names and addresses of adjoining and facing owners, a location map drawn to scale, a final site plan at scale, and a complete boundary survey by a licensed surveyor showing lot lines and monumentation. The Chair advised that "because the land is agricultural the permit need not be in hand" but that state language requiring future owners to obtain a wastewater permit must be added as a condition and carried onto final deed documents.

At Robert Almeida's request the board described the split: the house and barns form one lot running from the northern pasture line south, of approximately 20 acres; the fields, open areas, and a barn across the road become a second parcel of approximately 52 acres, "more or less," as stated on the record. The board stated it would deem the application complete under section 8.5(c) (application deemed complete at the next regularly scheduled meeting after receipt) and set the final plat hearing for the next meeting. The board voted to waive checklist items 8–17 and then to accept the application as a completed final plat by voice votes.

No substantive objections were recorded on the minutes. The Chair and members indicated the final plat hearing will occur at the next meeting when the board is scheduled to consider final review and any public hearing requirements.
