Planning commission recommends conditional approval for Alpenflow group camp, sends site plan approval to BOCC

The Lake County Planning Commission voted 3‑0 to recommend conditional approval of a conditional use permit (CUP) for the Alpenflow Group Camp and separately approved the project site plan, sending both items to the Board of County Commissioners for final action.

Planning staff presented the application as a trail‑based outdoor recreation project on land zoned Ag‑Forestry and described key conditions recommended by staff, including a 100‑person maximum occupancy, annual operational audits, on‑site pumping records for wastewater, a primitive road permit for internal access, and coordination on winter plowing. Melissa Kendrick, Deputy Director, told the commission the application "fits well with the area" and that staff recommended approval with conditions.

Applicant representatives described Alpenflow as a semi‑primitive, low‑impact camping operation intended to support local tourism and create jobs while limiting vehicular access and preserving natural character. The commission questioned access, parking, fire safety and seasonality; commissioners added a condition requiring signage and other dust‑mitigation measures before recommending approval. David Jurich moved to recommend the CUP to the Board of County Commissioners; Json Marruffo seconded and the motion passed with Json Marruffo, David Jurich and Joey Edwards voting yes.

The commission then voted to approve the site plan with the same three commissioners voting in favor. The record shows the commission amended the legal description of the CUP (section, township, range) before closing the public hearing. The project will proceed to the Board of County Commissioners for final review.
