Administration proposes $450 reading-proficiency incentive for K–6 students; officials say funds support district-led programs

The administration proposed a reading-proficiency incentive in the omnibus bill: $450 for every K–6 student who meets grade-level reading standards or demonstrably shows growth, alongside grants for districts to design interventions.

Commissioner Dina Bishop said the $450 is intended to "promote literacy" by supporting district-designed programs and that students who show growth would also be eligible for funding. "This bill actually does, provide an additional $450 to students who meet that proficiency, but also as demonstrated by the great work that was already done by teachers," she said.

When pressed on whether cash incentives to students work, Bishop framed the approach as grant-funded investments in schools rather than unconditional payments. "This is looking at grants to school districts, who are developing those programs of their choice to impact student learning and reading," she said. The administration presented the incentive as part of a broader literacy strategy that includes the Alaska Reads Act and teacher professional development supports.
