Shane Liddick, owner of 181 West Street, told Millersburg Borough Council that during renovations Barry Isett & Associates inspectors "have been overly restrictive," reporting several sets of plans approved and later not accepted by the firm. Liddick provided printed email exchanges and requested a temporary occupancy permit so he could open his business.
