Robert Polanco presented a reorganization and modernization of Chapter 92 to replace subjective nuisance language with objective definitions, standardize notification and enforcement procedures and separate high‑weed rules into their own article. He explained that penalty language follows state limits — fines between $10 and $2,000 per offense — and that repeated noncompliance can be charged as separate daily offenses.
