District presents 2024–25 Texas Academic Performance Report; trustees press on baselines and data limits

Miss Kennington presented the 2024'25 annual report in compliance with Texas Education Code 39.306 and explained that the TAPR is a statutory, archival summary of the prior school year's data.

"Why in the middle of the 2526 school year are we spending so much time talking about old data from 2425?" Miss Kennington asked, noting that the requirement dates to the 1990s and that the TAPR remains a statutorily required document despite more current data being available online. She reviewed assessment results, PEIMS financial measures, special education compliance, and House Bill 3 goals for literacy, math and college-career-military readiness (CCMR). For example, she said the district's 2025 literacy target for third grade was 74% and the district achieved 77%.

Trustees pressed on what the TAPR does and does not show. One trustee asked whether the TAPR baseline will reset given higher-than-target results in some areas; Miss Kennington said state accountability and assessments are periodically recalibrated and the district will "bump [goals] up accordingly" as baselines change. Trustees also asked about the limitations of certain data sources (for example, postsecondary GPA tracking) and whether the district can obtain better follow-up data; Kennington said some postsecondary measures rely on third-party reporting that the district cannot control.

Why it matters: the TAPR is a required public hearing that provides transparency about years-old results and the district's statutory compliance. Trustees asked for continued attention to subpopulation breakdowns and for clear communication when state reporting methodology shifts.
