Tom Lisk, chair of the Administrative Law Advisory Committee, presented three items for AAALAC's 2026 work plan: study and propose clarifications to Articles 1 and 2 of the Virginia Administrative Process Act with the Department of Planning and Budget; continue a state‑survey on preservation‑of‑error rules in regulatory appeals; and review the harmless‑error doctrine in light of recent Virginia Supreme Court guidance. "Last year, working with the Department of Planning and Budget, AAALAC identified a grammatical issue in section 2.2‑4402(b) along with several other items that require clarification," Lisk said while outlining the committee's continuing review work.
