Sen. Areguin presented SB 11 66 on concurrence, telling the Senate the Assembly amendments clarify which conduct by management and transit union employees will constitute an unfair labor practice. He said the clarified language provides protections for both parties and assists the Public Employment Relations Board (PERB) in promulgating regulations under the bill.
