Council directs convertible gateway connection; agrees default should be closed to autos

Councilors returned to a long‑running discussion about the gateway site and whether the new street should connect as an auto through‑route to the Gangnes neighborhood. Staff acknowledged earlier shortcomings in community outreach and apologized for communications that residents found insensitive. Dawn Mellon, a long‑time Gangnes resident, told the council the rebuild process after the fire has been traumatic and said residents are concerned that sidewalks, curb work and green‑space will remove parking and private landscaping they funded while rebuilding.

Staff walked through design tradeoffs: whether to stripe separated bike lanes or use shared lanes; where to provide on‑street parking; and the transportation system thresholds that distinguish local streets (about 1,500 vehicle trips/day) from 'skinny street' standards (about 850 trips/day). After discussion councilors signaled a consensus to direct staff to deliver a convertible design that could be closed to autos by default and reopened only after a major change in local conditions, such as completion of the Wagner extension or significant gateway development.

A council member moved to adopt staff's approach with a modification making the default condition closed until a major change in local conditions. Council amended the motion per staff's clarified design description and approved the amended motion; the amendment passed unanimously and the final motion passed by roll call.

What this means: the city will build the gateway street so it can be converted between open and closed auto access, begin with measures that limit auto through‑traffic, and retain the ability to change the connection if future development or roadway changes justify it.
