Developer says geotech work completed, outlines trail connectivity and design changes

Clark Lipscomb, representing Cornerstone Warner Park Holdings and Grand Park Development, presented the applicant's view of the five FPDPs and responded to staff concerns. Lipscomb said the team conducted additional geotechnical study and pulled development back from the mapped landslide: "Previously ground engineering did extensive work here in 36 test pits... we pulled development significantly away from the identified boundary." He described the trail and road alignment changes that he said created an improved arterial route and new trail connectivity to County Road 72.

Lipscomb and the applicant team pressed the commission to permit the public hearing for the package to proceed with the caveat that staff would withhold final action on the single planning area missing railroad notice. On annexation-agreement conveyances (the 5-acre rec-center site and 0.3-acre satellite public-works sites), the applicant said the town must request conveyances per the annexation agreement and asked that FPDP approvals not be conditioned to the point of blocking the zoning step.
