Council denies massage‑therapy license after staff finds deceptive application materials
Staff found the applicant's experience and a Maine certificate could not be verified; the council denied the individual and business massage licenses and referred the matter to the Forest Lake Police Department for further investigation.

City staff reported that the massage-therapy license application filed by Peng Shen (Northern Wellness Center LLC) contained employment history and a state of Maine certificate that staff could not verify. Amanda said staff contacted Maine and discovered the license number on the submitted document belongs to a different individual and that state records contained no license for Mr. Shen. "Based on these findings, staff determined that this application materials contain fraudulent or deceptive information," Amanda told the council.
