Derby presents RISE alternative‑learning program to reduce expulsions

Donna Osborne, Derby’s director of alternative learning, presented the RISE program framework and early results, highlighting reintegration and family communication protocols.

“RISE is built with relationships, instruction, emotional well‑being, and safety,” Osborne said, describing a four‑level model in which students advance when they meet behavioral and academic targets. She said roughly five students participated in the program last year and that staff worked to maintain academic continuity and related services (speech, social work, IEP supports) while students were in RISE.

Osborne described entry to RISE as connected to the discipline matrix (60 points) and, for special-education students, IEP considerations and referral to more restrictive placements such as TLC or Tri City Day School when appropriate. She estimated an average stay of about six to eight weeks but said timelines vary by student need and underlying circumstances. The district plans to explore front‑loading supports—bringing RISE instruction and lessons into regular classrooms early in the year to reduce escalation to expulsion.

Board members asked about repeat placements and criteria for more restrictive environments; Osborne said students must be evaluated, many require individualized testing, and decisions are made through the hearing committee and IEP teams. No formal policy changes were adopted at the meeting.
