City negotiators and the El Paso Association of Firefighters Local 51 agreed to add language setting three field training officer (FTO) coordinators per shift, resolving a pending item from the July 14 meeting. Speaker 3 presented the counterproposal and Jay Nicholson, president of Local 51, replied: "We're in agreement with the 3 FTL coordinator language."
