During the conditional‑use hearing on Aug. 11, Rapho supervisors focused on circulation, parking and access. Chairman Lowell Fry said he had observed dumpsters and snow piles in an access drive near the site and asked whether tenants would have assigned parking spaces. Applicants said tenants would not have assigned spaces and that most apartments would be two‑bedroom units.
