Resident raises concerns about planning permit review changes; commissioners cite pending code rewrite

During public comment, Rahn Hostetter urged the board to address what he described as longer processing times and higher legal fees after the Planning Department began moving some permit types from ministerial approval to Planning Commission review.

Hostetter said the change has slowed timelines for applicants. The board responded that the county has received funding to update its land-use code and that the update aims to clarify the distinction between ministerial and administrative reviews and which applications qualify for each category. Commissioners said they will schedule a meeting with Planning Director Franz Goebel to discuss interim handling of permit applications until the code update is complete.

Commissioner Collier cautioned staff to be deliberate because of the possibility of threatened litigation and emphasized that the code update process will be used to resolve classification and process questions. The board did not change its permit-review policy at the meeting but committed to follow-up with Planning staff.
