Pickin County moves forward with Vision 2050 comprehensive plan on first reading, sets Sept. 23 second reading

County planning staff presented the Vision 2050 comprehensive plan update and the Planning & Zoning Commission’s recommendation on first reading. Staff framed the document as an advisory policy foundation for later land‑use code updates, summarizing 250+ policy statements across natural environment, built environment, housing, community health and regional collaboration.

Ellen and the planning team said the plan centers on four community values—bold climate action, a balanced economy, rural preservation, and equity/affordability—and highlighted new policies to incent small homes, strengthen water‑use standards, and prioritize density inside urban growth boundaries.

Commissioners and members of the public probed housing and water issues. Staff noted the Brendle water‑use report’s finding of relatively high gallons‑per‑capita use and said code updates will pursue measures to reduce per‑capita consumption. On housing, staff reiterated that the plan preserves the current policy prioritizing community housing within the urban growth boundary but includes additional policy tools for implementation.

Two technical edits were adopted at first reading: changing instances of “mental health” to “behavioral health” and including a minor amendment to the plan’s ski‑area policy at AspenOne’s request; staff will incorporate those edits and return for a second reading on Sept. 23. Planning staff said implementation will include a matrix of code amendments and program actions to follow in 2027.
