The council heard the first reading of Ordinance No. 2026-09 to establish a preapproved housing design plan program and an online plan library in compliance with A.R.S. § 9-461.19. Zoning Administrator Dr. Jim Johnson said the change is mandatory under state law and is intended to speed the building permit process by maintaining non‑site‑specific plans that have been pre‑reviewed.
