Staff presented a phase 1 infrastructure estimate of between $83 million and $121 million, noting that figure excludes property acquisition and that later phases could add substantially to the total program cost. The Director said those are "today's dollars," and that property acquisition for later phases could push total program spending much higher over a multi-decade timeline.
