The board voted to enter executive session at 10:17 a.m. under the New Mexico Open Meetings Act (Section 10-15-1(H)(6) and (7)) to discuss items subject to attorney-client privilege and to review competitive sealed proposals. Commissioners voted to go into executive session and the meeting minutes record the retreat and subsequent return to open session at 10:45 a.m.
