During the public-comment portion of a special Richland Borough Council meeting, resident Cindy Chernich of 401A Oak Street asked about the purpose of Resolution 2026-13 and whether it meant water rates were being raised immediately. President Kelly Bricker responded that the resolution is required by PennVEST as part of settlement for funding a new elevated storage tank and that "water rates are not being raised at this time."
