At the Feb. 18 meeting, John Pogue of Landvision, LLC told the Commission that "there is virtually no infiltration capacity" at the Locust Street site after multiple tests, including borings to roughly seven feet. In response, the developer proposed a Managed Release Concept (MRC) that uses rain gardens located in the rear (north) yards of the semi‑detached lots; each garden is split between adjoining properties with one side containing the outlet piping.
