Mills County board approves conditional-use permit to add six RV sites with conditions

The Mills County Zoning Board of Adjustment voted to approve Conditional Use Permit 2608-24199, authorizing six additional RV sites at a campground on 2424 Ingram Avenue in Platteville Township.

A board member moved to approve the permit with staff-recommended conditions and two additional conditions addressing the privacy fence and camera orientation; the motion was seconded and passed by roll call. Committee member (speaker 3) said, "I think we should approve it with all the conditions listed," and the chair seconded the motion.

Staff's written report recommended approval provided the applicant secures state electrical permits, obtains environmental-health approval for the septic system, meets with the fire department annually for a site walkthrough, installs downcast lighting, posts signage with contact and emergency numbers, enforces quiet hours (9 p.m. to 7 a.m.), and prohibits UTVs/ATVs on site. Staff also noted pads must be leased and not left unattended.

The board added conditions requiring verification that the 70-foot privacy fence meets the original condition (with the option to request further mitigation later if sight-line issues persist) and that no cameras be allowed to capture views of neighboring residences. The board discussed but did not change the numeric requirement on the record; staff said it will verify the fence measurement.

The roll-call vote recorded "Yes" from Owens, Oka, Mike and Evans and a "No" from the member listed as "Gentleman." The motion passed and the permit was approved with the enumerated conditions. The applicant indicated remaining items — signage and final small improvements — are in progress and expected to be completed within weeks.
