Council approves Enterprise Rent‑A‑Car conditional use permit after neighborhood changes

The Pearland City Council voted to approve a conditional use permit allowing Enterprise to relocate a nearby rental operation to a new 1.68‑acre site, subject to three staff conditions requiring landscaping, a central vacuum system if multiple vacuums are used and CMU finish for the car‑wash/dumpster enclosure.

Planning staff described a site that includes a 3,500‑square‑foot rental office, a 722‑square‑foot accessory car wash and a 1,271‑square‑foot vacuum canopy, with 77 off‑street parking spaces and 36% of the site set aside for landscaping. The application was submitted because TxDOT’s FM‑518 widening will take part of Enterprise’s existing site.

Applicant Chuck Brown said Enterprise has operated in Pearland for decades and presented renderings and a landscaping plan. "We are asking for a conditional use permit tonight for our site and hope that the city of Pearland sees the future the way we do," Brown told the council. He also said the firm eliminated fueling from the proposal after neighborhood requests and would share photometrics with the homeowners association. Council members asked about car‑wash sewer capacity, noise and screening; the applicant said modern wash equipment and sand‑oil separators are standard and that he would work with staff on additional screening details.

Member Cozza voiced support for the design work with neighbors, and the motion to approve, amended to include the three staff conditions, passed on a roll call 6–0 (one member abstained and left the dais to avoid the appearance of a conflict).
