The council introduced a budget amendment to address unexpected culvert repairs discovered during work on the R Street project in the Superior/Concrete area. Mayor explained that crews encountered severely deteriorated culverts under driveways while excavating, and project staff had to "call an audible" to adjust the scope and cover additional costs.
