Bill would require large cold‑storage facilities to hold $20 million contingency funds after Boyle Heights Lineage fire

Assemblymember Mark Gonzales presented AB 817, which he said responds to the Lineage cold‑storage warehouse fire in Boyle Heights. The bill would require certain cold‑storage operators to show contingency funds up to $20,000,000 or carry insurance before receiving new building permits and would make settlements received by residents or businesses after such incidents state tax‑free (as described by the sponsor).

Willie Armstrong (Los Angeles mayor's office) and Cleo Bluthenthal (California Community Foundation) testified in support, stressing community impacts. Bluthenthal said Lineage "has already spent upwards of $80,000,000 on cleanup" while contributing "about $3,000,000 to remediate the impacts on the surrounding community," and argued a $20,000,000 contingency fund would represent a small share of the company's profits.

Industry groups including the Dairy Institute of California, the Agricultural Council of California and Western Growers testified in opposition or "opposed unless amended," warning that a uniform statewide contingency mandate could unfairly affect rural and specialty facilities and harm cold‑storage availability. The author committed to amendments narrowing the bill's initial geographic application to Boyle Heights and to work with stakeholders on implementation; the committee recorded a final 4–2 vote to send the bill to the Senate floor.
