The board opened a work session on proposed 2026 rules of order that would require in-person attendance for hearings on development applications but permit virtual participation for other matters. The draft language (sections 3.02 and 5.07) was presented by the board attorney, who said requiring in-person testimony for application hearings preserves the ability for cross-examination and to review exhibits.
